Can I delete photos on my phone without it deleting on my icloud?
Is there any way I can store all my photos and videos on icloud. Then delete them on my phone without it deleting in icloud?

If you are talking about iCloud Photo Library then, no.
if you just want to archive your photos move them to your computer or to a service like Dropbox.
