Updated to IOS 8.3 and I now have an expensive flattish IPad2 64GB brick. Thankfully my iPad Air did not suffer the same fate. Neither wi-fi nor bluetooth work on the iPad2. Wi-fi is not even selectable. I have factory reset the unit, no difference. This is pretty much a disaster, my iPad 2 is useless without any connectivity.

If these don't work you probably have a hardware problem. Visit an Apple store for an evaluation or contact Apple Support.
This has nothing to do with iOS 8.3.
Uh-huh. So I just coincidentally happened to lose wi-fi and bluetooth functionality at the same time I updated to IOS 8.3, as have many other people based on my net searches. I have already reset network settings multiple times and factory restored twice.
If that didn't work then you have a hardware problem problably with the Broadcom chip that handles both WiFi and Bluetooth.
Believe what you wish but there are hundreds of millions of iOS users who have updated to iOS 8.3 without problems.
