Apple TV is unresponsive and does not appear in iTunes when connected by micro USB

My Apple TV is completely unresponsive. The HDMI port it is connected to on my TV does not appear as available. When I connected the Apple TV to my computer via micro USB there is no Apple TV icon in iTunes thus I cannot restore the settings. How do I regain access to my Apple TV?

Not sure what you mean by this? Is it showing as no signal? Have you tried another port on your TV?

To restore, make sure you are following the steps exactly (disconnect all cables, connect micro usb, reconnect power). Connect directly to computer. Try a different cable.
