Photostream STILL Not Syncing With Windows 8.1

I still haven't been able to get my iOS 8.3 iPhone 5 Photostream to sync with my Windows 8.1 pc since March 21st. wi-fi's working, Photostream and My Cloud are both checked within iCloud options yet I'm not getting pictures on my pc. The only way I manage to get pictures over is by by signing into https://www.icloud.com/ and selecting pictures or signing out of iCloud on my pc and signing right back in again, then I'll get some pictures just not all of them.
