iPad 4th Gen Camera App Freezes

Since updating to the latest iOS my iPad camera freezes every time I try and use it. I get a blue or violet band on one side of the screen or it simply freeezes. I've done a re-boot and also a factory reset in Settings. I've got 3.3 G of storage left. Other camera apps freeze such as CameraPro which I have since deleted. My iPad was shutting down constantly before the re-boot/reset but the camere issue is still there.

This is NOT an iPad Air or Mini model and I bought it from new in 2013.
