iCloud Photo Library doesn't have a cloud-only storage option. You can reduce the storage space required on your phone by going to Settings > Photos & Camera and turning on Optimize iPhone Storage.
Surely that can't be the case.

It is in fact the case. In addition to iCloud Photo Library not having a cloud-only option it is also the case that iCloud Drive when used on a Mac keeps a local copy of the documents. The focus in iCloud is more on sharing and availability on multiple devices. If you want or need cloud only storage, there are options available from 3rd parties. If you want cloud-only as an option from Apple you can make the suggestion at https://www.apple.com/feedback/icloud.html
