Refund For Cancelling Developer Account

Hi,

I am curious to know does apple provide a refund on developer account if i cancel the developer account enrollment? Is there any specific interval or time on which the refund can be requested? Please guide me in it

If Apple not allow our APP .... then why not refund ... 2 month go .. my app reject for signup process ...... why getting email, gender, DOB ..? everybody know .. this is signup process ... then what is wrong .... ? if apple feel its wrong .......why not refund ? please reply
