My sister has an ipad 2nd gen 16Gb wifi+cellular model. Her ipad currently runs on ios 7 and she wishes to update it to ios 8.3 but she is little worried about the space issue she might face. Could any ipad 2 user, already updated to ios 8.3, please help me with the info that how much space is ultimately left in a 16Gb ipad after updating it to ios 8.3?

The exact amount of free space after the update depends on many factors, it is difficult to predict how much you will get.
She is planning to completely format ipad before updating, it will be like having a 16Gb ipad 2 with ios 8.3 with nothing installed(no apps,photos,videos etc) except for bloatware.
On my iPad mini 2 and iPad Air 2, the available storage space went down approx. 200MB when updating from iOS 8.2 to iOS 8.3 (12.1GB free down to 11.9GB free). Going from iOS 7.x to iOS 8.3 will likely be more, maybe 400MB-500MB or so. As was mentioned, it's device dependent as well.
