iPad mini is "skipping". Can't use at all. Help!!?

Seems asif someone else is controlling the iPad. Well in Safari on the website it will advance to other tabs on its own. It flashes the pages over and over very quickly and does not stop. Well and games it bounces around on the screen and you cannot control the game. It was doing this periodically but now it does it anytime I try to use it. Completely unable to use. I have reset the entire iPad, deleting all contents and resetting back to factory settings.
