"Apple id has been disabled" how do i fix this???? You

I Am trying to gett att mobile transfer app for my new iphone6, but unable to download due to msg "your apple id has been disabled", i have already gone to iforgot, changed my password, i can get into itunes acct, but cannot get this app to get my info from old phone!!! Help
