new downloaded photos not in moments

Normally when I download photos from my email on my iPad they are visible in "Moments." Today I downloaded two photos that I sent to myself, one of which was taken yesterday, and they don't show up in Moments (although they do shop up in "Camera Roll." What is causing this problem?
