why does apple want credit card information for free apps?

For work, I have been issued an IPhone 6. Every time an app is needed for work, I am prompted for my credit card information. Why does Apple require this information for FREE apps? What are they doing with my credit card information? How are they safeguarding my information when they collect information that is not needed?

Apple wants your credit card information because they're hoping, at some point, you'll buy something. If you're using the store for the first time with an existing Apple ID, you must provide a payment method. After you create the account, you can change your payment information (i.e. Visa, Mastercard, etc.) to "None" to remove it.
