ipad is "skipping" like someone else is controlling it!

My ipad mini is skipping while on the internet. It will flash from one page to the next as if I have clicked on other tabs. While in games is flashes the game on the screen over and over. I have reset the ipad to factory settings. The software is up to date. It is completely un-usable when it does this which is most of the time. Please help!!
