Rather than have my photos take up (limited) space on my iPad Mini is it possible to store them elsewhere then view them when I want to? If so how can this be done?

You could upload them to a cloud-based service like Dropbox.

You can backup your photos and then remove them from your device.

How do I remove them from my iPad (bit of a novice here) there are apparently 705 photos on my iPad but I can't see them to delete them when I look for them in iTunes.

You import the photos to the computer and it has nothing at all to do with iTunes. Read this for the instructions.
You should be given the option to delete the photos from the iPad after you import them to the computer.
There are many photo hosting sites. Search "photo storage" in the App store and select the one that best meets your needs.
