I uploaded the new Photos app to my iMac which I understand will become the default photo editing software. I am now trying to create a movie and I can't access any of my photos or events in from either iPhoto or Photo.

You can not upload a new version of iPhoto to an older Mac I would recommend just updating your computer the latest OS.
First make sure you Photos library is set to the the System Photo Library:
Then you should be able to access the Photo Library from iMovie.

That's in the Photos application. Open Photos and type Command + comma (,).
Thank you but I think that when I transitioned from iPhoto to Photo I only brought one library over and that is why I'm only seeing only 3 albums with about 300 photos in iMovie, but in Photos under Albums it shows all my photos (52,000+)
How did you download the new Photos app without downloading the latest OS since it is integrated into the OS?
How many pictures are in the All Photos album in iMovie?
There are two libraries, the Photo Library which has 3 albums (which is the library I brought into Photos). Total pics apx. 800 (one album doesn't show # of pics). The iPhoto library directly below shows 21,482 in one album and 42, 24, 12, 185 in four others. But Photos has 52,577 pictures and is not showing photos from other albums. Sorry if I'm making this confusing.

Obviously if you have multiple iPhoto libraries then you need to migrate each one and just like iPhoto you can only have one library at a time open in Photos - and the media browser will only access the systems library no matter how many libraries you have
Please give us clear information about what you have and what the problems is

Do you see these albumc and a folder titled iPhoto Events in Photos?
This is what is in Photos and iMovie
Click on My Albums and select Albums from just below it:
and click on All Photos
I don't want to take up all your time, but this is what I see. in Photos I have the library that I uploaded originally to Photos from iPhoto and I see the most recent pictures from the past 12 months or so. Now if I click on iPhoto Library in iMovie that is where the "other" library is that didn't get transferred to Photos when I did it originally. So does it matter that I'm using either library when making a movie?

Shouldn't. As long as the photos you want to use are available and can be importing into iMovie.
