My step-father passed away and I can not unlock his phone with his e-mail and password because I dont know that info. Is there another way to re-activate this phone to a new service and apple id?

My step-father passed away recently and I can not unlock his Iphone 5s as I do not know his apple ID and password. Is there a way to remove his apple ID from the phone and re-activate it with a new apple ID of my own? I am at a loss for what to try. I have received nothing but run-arounds with customer service and am frustrated to no end. Please help.

Take the phone, a copy of the death certificate, and proof of inheritance to Apple. They may be able to remove the activation lock if he purchased it through legitimate channels and you can prove ownership from his estate. Without that, it can't be activated at all without the credentials used to lock it.
