Cellular calling doesn't yet work reliably. Any improvement may only be temporary.

Make sure you've followed the instructions in this support article. Note that both iCloud and FaceTime on the Mac must be signed in to the same Apple ID; those are two separate steps. Also note that the Mac and the phone must be connected to the same Wi-Fi network. Ethernet won't work. Trying to pair the phone to the Mac as a Bluetooth device won't work either.

No Continuity feature will work if either of the devices is connected to a VPN.

If cellular calling still doesn't work, sign out of FaceTime and sign back in. You may have to do the same on the phone. The email address that you use as your Apple ID must be able to receive FaceTime calls.

I Have already looked at that apple page (and tried, no success) and both my Mac and iPhone are on the same wifi, same Apple ID, Same iCloud, no Ethernet, just regular old Sky broadband, Bluetooth is on, on both devices but aren't paired (Bluetooth needs to be on for Mac mini (Magic Trackpad and keyboard). Hopefully if nothing works Apple will be able to solve the problem in a future update (works completely fine on my iPad and always has done)

handoff works completely fine as well no problems with that. It is just specifically the call failed problem

Please read this whole message before doing anything.

This procedure is a diagnostic test. It won’t solve your problem. Don’t be disappointed when you find that nothing has changed after you complete it.

The purpose of this test is to determine whether the problem is localized to your user account. Enable guest logins* and log in as Guest. Don't use the Safari-only “Guest User” login created by “Find My Mac.”

While logged in as Guest, you won’t have access to any of your documents or settings. Applications will behave as if you were running them for the first time. Don’t be alarmed by this behavior; it’s normal. If you need any passwords or other personal data in order to complete the test, memorize, print, or write them down before you begin.

Sign in to FaceTime and test while logged in as Guest. Same problem?

After testing, log out of the guest account and, in your own account, disable it if you wish. Any files you created in the guest account will be deleted automatically when you log out of it.

*Note: If you’ve activated “Find My Mac” or FileVault in OS X 10.7 or later, then you can’t enable the Guest account. The "Guest User" login created by "Find My Mac" is not the same. Create a new account in which to test, and delete it, including its home folder, after testing.

I wasn't sure about the guest account bit (i think it was the normal guest account not find my mac (idk)), but i tried the Creating another account and exactly the same happened so it is not just my account

    Back up all data.

Triple-click the line below on this page to select it, then copy the text to the Clipboard by pressing the key combination  command-C:

    /var/db/CoreDuet

    In the Finder, select

              Go Go to Folder...

from the menu bar and paste into the box that opens by pressing command-V. You won't see what you pasted because a line break is included. Press return.

A folder named "CoreDuet" may open, containing one or more files with names beginning in "coreduetd." Move those files to the Trash. You may be prompted for your administrator login password. Restart the computer and test.

I don't have any other suggestions. I've noticed the "Call failed" error myself, and it later stopped happening for no reason that I know of. As I wrote earlier, Continuity is not reliable and you can't depend on it to work.

Bluetooth is on, on both devices but aren't paired (Bluetooth needs to be on for Mac mini (Magic Trackpad and keyboard).

Recognize that the iPhone cellular call feature does not use Bluetooth. So, you can eliminate that as an issue.

The signing out, and then back in, of FaceTime seems to be the best fix.

Also, the Cellular Calling Continuity feature has been widely incorrectly referred to as Handoff. This makes searching for a fix more complicated. Note your use of "Handoff" in your subject. Handoff and Cellular Calling are two different features of Continuity.

Also note that the Mac and the phone must be connected to the same Wi-Fi network. Ethernet won't work.

I have been using the feature with an Ethernet connected Late 2009 MacMini, so it definitely works with Ethernet.

I Pointed out Bluetooth as some say that you cannot pair Mac with iPhone for continuity (also I out handoff/continuity as I at the time of first post I didn't know which it fell undef but now I do)

and have signed out of FaceTime and signed back in so many times

Bluetooth Pairing is not required for any of the Continuity features. Unfortunately, this also appears to be widely misunderstood because there a many people still trying to do it.

The signing out and in should be tried on both the Mac and the phone.

Also, restarting the Mac and rebooting the phone has sometimes helped. The later is done by holding down both the Home and On/Off buttons down for about 10 seconds, or until you see the white Apple icon in the center of the screen.
