Via iCloud Photo Library? If so, you need iOS 8.3, not iOS 8.1 as shown in your post.

On your iPhone, do you have Settings > Photos & Camera > iCloud Photo Library turned on?

When you log in to https://www.icloud.com/ (from a computer using an internet browser), what do you see in Photos at that site?

What is the "other device" mentioned in your original post?
