ipad 2 cannot connect to wifi

bought my son ipad 2 just over 15months ago .been working fine ,now he cannot connect to safari .will not show any devices or able to switch wifi on or off.have tried to reset but to no avail .tried total delete but when asked for apple password keeps saying cannot connect to safari.have noticed find my ipad is turned on but when prompted for password still saying invalid cannot connect.he says its the right password but ipad wont accept it .no idea what to do next.
