Volume Control App?

I currently have an Iphone 6 IOS 8.3 and I'm looking to find a solution to a volume control need I have. I often use VOIP calling features like Tango or Ringcentral, and need to be able to use another app at the same time, but control the volume separately. Example: I'm on a phone call on Tango, but need to watch an instructional youtube video and I need to be able to turn down the volume I hear from the Tango call, and turn up the youtube video. Is there an app I can use to independently control the volume for different items that are in use?
