Help! i cant log on my apple id and i cant even download any apps after upgrading to ios 8.3.

i already downloaded apps before. but after the upgrade 8.3 i cant log and download any apps. i have a good internet connection. i already tried it on 3g. BTW, my ipad mini is just a week old. Thanks!
