When I sign up for Photo ICloud will the photo albums and folders I have my photos in on my Ipad 2 and my IPhone 5s transfer to the Cloud?

Yes the albums should transfer intact.
I'm using iCloud Photo Library with photos from my Mac and iPhone. Albums are correctly showing on both devices and at iCloud.com but folders are only displaying their contents correctly on the Mac and on the iPhone. At iCloud.com the folders are empty -- but the albums they contain are at iCloud.com, just not showing inside the folders. I haven't had time to research further whether that is a problem unique to me or not.
When I export photos to iCloud do their albums or folders also transfer?
