im currently in saudi arabia and i wanted to buy itunes gift card but a lot of people say i need to create a new apple id and set location on US is it possible that ill just change the location of my apple id than to create new to use only for redeeming thats why im confuse which is the correct procedure

As far as I know iTunes gift cards are not available for the Saudi store. To be able to redeem a US gift card you have to be in the US and have a US billing address on your account - being in a country is part of the store's terms (terms which you agreed to).
