If the phone is locked to AT&T, then you will not be able to use another SIM until AT&T unlocks it.
You should also check to make sure that the phone is not locked to another iCloud account via an Activation Lock:

If it is Activation Locked to another iCloud account, return the phone for a refund. If it is Activation Locked, you will never be able to use it unless you can contact the previous owner to turn off the Activation Lock:

Is there a possibility that we will get an unlocked phone with a sim from apple only?
Because i doubt whether my phone is jailbroken?
Unlocked iphones, should not come with a SIM at all.
What kind of shop did you purchase a phone with an AT&T SIM?
The only way for a device to come with an AT&T SIM is if it is locked to AT&T. You will have to contact AT&T to see if you qualify to get the device unlocked. If you do not, then you will not be able to get it unlocked and you will not be able to use it with another carrier.
