iPad Mini Frozen after it tells me to update it

So I kept putting off updating my iPad mini from 1.7 to 1.8, I finally gave in and tried to update it. I plugged it into my computer and it started downloading, rushed out the door with my laptop and it didn't finish updating. Now I have this "connect to iTunes" logo and I cannot for the life of me get it to update it correctly now. I have tried the reset while holding the home and lock button, gives me the apple logo and then goes straight back to the connect to itunes logo. I don't think my itunes is recognizing my iPad at all. Also I have tried uninstalling and reinstalling drivers, that did not work. The only thing that I have not tried is uninstalling my entire itunes, but I am trying to avoid that process.

Any suggestions?

You have an up-to-date version of iTunes installed on your computer, and your computer's OS is also up-to-date ?

Device not recognised in iTunes :
PC : iPhone, iPad, or iPod not recognized in iTunes for Windows - Apple Support

Mac : If you don't see your connected device in iTunes for Mac - Apple Support

Everything is updated. I don't get a "device not recognized" message, but when I go into my Device Manager settings I get a tab Apple Mobile Device (Recovery Mode) but nothing happens.

You probably won't get a 'device not recognised' message, it just won't show in your computer's iTunes when you connect it. You've been through all the troubleshooting on that page ?

Tried everything. Just uninstalled and reinstalled iTunes and nothing. Still won't recognize my iPad. Tried two different lightning cables (that work with my phone just fine) Computer is updated, iTunes is updated. Tried uninstalling and reinstalling drivers. Everything.
