Activity Circle constantly spinning

This problem is something on my Iphone 4 with ios 7.1.2 is something that I cannot figure out. The problem is that the activity circle when there is internet activity for WiFi/3g is constantly spinning almost all day then goes away but it then comes back again and I looked around and some people say hard resetting with the home and power button but it only makes the problem go away temporarily. Has anyone else with this problem figured it out?
