i create anew Apple ID and password from my labtop but i cannot sign in from my iphone

iPhone5s

capacity 12.0 GB

version 8.3 (12F70)

Model (ME298LL/A

I have a problem to sign in when my phone ask me about apple id and password i create anew Apple ID and anew password and sent to my mail to verify it. all of this OK and will be done but when i sign in from my iPhone i cannot .. show me message ( this Apple ID has not yet been used in the iTunes store)
