Download problem.

Hello. I have problem: I can't download old photos from iCloud storage nor from Photo Streams. I have kinda 50 photos but total is aprox. 200 photos, so aprox. 150 is undownloadable and invisible. I don't want to delete my old photos what are undownloadable and invisible. Any solution?

iPhone 5s, iOS 8.3, icloud.com and iCloud Storage

And my iCloud Storage is almost full. That means big problem for me. Sorry for putting reply.
