On the German site I read that after two years can unlock iPhone 4S on all networks. Mine is blocked by the UK network and if it were possible as my IMEI: 01 320400 753325 3

Call your cellular provider and ask for an unlock.
Contact the UK provider it is locked to, as they are the only ones who can authorize an unlock for you. Your German based carrier cannot unlock a phone locked to a UK carrier.
ONLY the carrier to which it is locked can unlock it.
Contact that carrier and ask if they offer this service and if you qualify
