my back up hasn't got my latest contacts on it?

I've just backed up my iphone to icloud, so i can transfer all my contacts over to my new phone. However when i've accessed my icloud on my pc, my contacts list is not up to date? Can anyone help suggest what's gone wrong or what I can do?
