I have tried the steps to restore the iPod after being locked and iTunes won't detect the device in recovery
Make sure to put the iPod in DFU mode.
- Try DFU mode and then restore to factory settings/new iPod via iTunes

- Try another cable
- Try on another computer that is known to work with an iPod
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
