How do I add a keyboard layout?

I have the bundle in [My Account]/Library/Keyboard Layouts.

But if I try to enable it using the keyboard preferences, they crash.

MacBook Air (11-inch Mid 2013), OS X Yosemite (10.10.3)

Okay, this belongs in Yosemite, I don't know how to move it or correct the problem.

I had the hosts move the post Try using the Safe Mode to see if it works there.
