Phone wont turn on after effective power message

My "friends" spammed my phone with the effective power message that reboots your phone. They sent it countless times and now my phone will not fully turn on. When plugged in, it keeps rebooting before i have time to do anything. When i unplug it, it reboots until the battery dies. How do i fix this?
