graphics missing in Mountain Lion

What software is responsible for how the pages look with all the graphics and text in place?

No, not any particular application. For instance this forum shows up without graphics, kind of like 20 years ago on a PC, pre-windows.

Plus whenever I go someplace, like this forum I am asked for certificates. I did all the fixes, such as Keychain certificate change from custom to default. I also re-installed my OSX from a key from the Apple Store since I cannot access the app store either. I had a lot of help from Eric. This was a minor problem but I thought maybe it would help fix whatever is going on. All this started with a security download from Apple about 5 weeks ago.
