Getting optimized pictures on my iPhone 5s

I upgraded my iPhone 5s to iOS 8.3 After the upgrade I moved all my pictures to the cloud. I was told that optimized photos would be available on my phone. Only a few came through. How do I get all of my optimized pictures back on my iPhone?
