Russian ministry of communication issued order № 129 from 22.04.2015 to remove restrictions for using 80 mhz and beamforming tech in the country. Will Apple provide an update to Russian firmware for AirPort Extreme 802.11ac to make it full speed?
Most likely in the near future apple will send out an update.

The Airport Extreme already supports 80 MHz bandwidth and beamforming. (see: http://www.apple.com/airport-extreme/). If it isn't available in Russia I would assume that the Russian government hasn't type-approved it yet. So you should tell the government bureaucracy to stop taking naps and do their job.
Due to ordeal from 22 April 2015, Russian ministry of Communication allowed full set of bands applied in 802.11ac tech. It's Apple turn to remove their restrictions.

No, it is not. Before Apple makes any change to any device that uses radio frequencies that change must be tested and approved by the appropriate ministry FOR EACH DEVICE TYPE. So Apple must get the Airport Extreme recertified before it can update the firmware. As must every other manufacturer of devices. Maybe they have? Have you checked Apple support to see if there is a firmware update? It isn't automatic; you have to actually check.
WI-Fi devices for domestical using are not enlisted for certification in Russia. They must be declared, not certified. Apple may just re-declare a conformance for their 802.11ac base station. Personally I'm going to sell out my AirPort and replace it to Netgear 802.11ac router which has no restriction already.
And if someone can really help poke the Apple to they made a new firmware with beam-forming and 80GHz support? 😎

No, no one here has any special powers to get Apple to do anything. Submit feedback to them here:
