All applications on my iPad 4th Generation Retina display turn from landscape to portrait mode, but some days my home screen does not rotate. On those days, the lock screen has the status bar in portrait mode but the picture and time + slider in landscape mode. iOS 8.3.
Slide up to show control center and in the top right make sure orientation lock is off.
Try a reset when it happens. Press and hold both the home and power buttons until the Apple logo appears. Release both buttons. Wait until your iPad starts on it's own.

Your suggestion has no relevance. If the screen was locked, it would not rotate at all and HarrisonMG clearly stated that the screen rotates in apps. by the way, the iPad 4 has a side switch and depending on how it is configured in the settings, that side switch can be used to lock the screen.
