internet frozen pop up saying i have a virus to click on this site to repair http.//app.macoscleaner.com Is this site legit or a scam. I cannot use safari it is frozen until I click on the site to repair

I Just had the same thing pop up ! I actually called and they were trying to charge me $150.00 to fix the problem ! then the guy got mad when i told him i would take it to the store and hung up on me then called me back .
