safari volume is very low

My NacBook Air (OS X version 10.9.5) seems to have problem with safari volume.

I have to turn the volume up to maximum with safari just to get a sound while all other programs will sound very high.

I tried many things and all other programs like iTunes sound normal but not safari.

MacBook Air, OS X Mavericks (10.9.5)
