I get ≠ on my Mavericks system just by typing Option =.
You can just copy and paste this, ≠
Thanks! I didn't miss it in Pages, did I? There are an awful lot of symbols and characters and emoji.

In Pages, Menu > Format > Font > Show Fonts (command t).
Click on the gear wheel (top left) and choose Characters...
Math Symbols, then single click on the = sign to see Related Characters
Double click on the Not Equal sign to insert it into your document.
A≠B
You could Add to Favourites or create a Template of often used symbols.

Got it! You know your stuff. I was looking under Pages (5.5.3) > Edit > Emoji & Symbols. The first screen did not have Math Symbols, but these were shown when I clicked on the Command "clover" icon in the upper right corner. I knew it had to be there.
SHAZAM! Right again.
None of this has anything to do with Pages, what you get when you type and the characters are part of OSX and whatever keyboard you are using.
For a lot of common alternate characters the option key will do the trick.
Hold down the option key and maybe the shift as well and run your fingers across the keyboard to find them.
