Some of the pictures I imported to my new Macbook Pro are being retagged Xinjiang China. Why is this and how do I put a stop to it?

Where the problem one all taken in the same place?
When an iPhone can not get a GPS location like inside some buildings, it will use the location of nearby wifi networks that are in Apple's data base. However, sometime the location of the networks are wrong. Like if the wifi router was moved.
The pictures are tagged as being from Illinois, Wisconsin and Iowa on my phone which is correct. They are all of Dodge Military vehicles. The problem happens when they are copied to my new MacBook Pro. It is not the iphone.
