A member of our Family Sharing group who is under 13 has an iTunes account. Can I link it to iTunes Match for the iPhone 5c used by that family member?

Yes they should be able to access your iTunes match.
I agree. When I tried turning on iTunes Match, the only option was to subscribe, and the subscription was to be in the username of the minor user, which was then denied access. Maybe I'm missing something on the iPhone settings.

you cannot use iTunes Match with family sharing. You can only use one Apple ID with iTunes Match.
