How do I transfer already purchased apps for one appleid to another?

You can change your email here, http://appleid.apple.com
You can't, but you can call Apple and see if they can help you. Purchased items are permanently locked to the Apple ID under which they were purchased. You cannot transfer them to another Apple ID nor can you delete an Apple ID.

She is not changing her own email address to another email address. She is actually trying to use her own email address/ID now. Your advice does not apply in this situation.
I am changing jobs and losing the email address that I used as my apple id. How do I take all my apps with me to a new apple id?
