why does the App Store badge count always show "1"

a) I have given updating iTunes, it's a mess, and it just gets worse each time they "upgrade" it.

b) that said, even when Apple adds new, potentially useful, security even, upgrades to the App store, they don't bother incrementing the badge count, so I just ignore them, because it always just says "1"

c) if your going to show 3 pending updates, then the badge count should say "3", else what does it mean ????
