is there a way to download from the icloud photos so I can print or send to others without having to turn of icloud?

I have an iPhone 5 whatever the last update was. I am not a MAC person. I had no idea my photo stream was going to the cloud until I tried to download my photos to my PC computer and when I plugged into the PC after the last update I saw a lot of folders and a lot of local disk emblems? Apparently these local disk emblems are where all my photos are held hostage and I need them now! So I went to icloud. com thinking I could sign in get my photos and move on. But they are no where to be found. My phone says if I turn either photo stream off or icloud library off all the photos will disappear. So how do I receive my imprisoned photos? My PC is Windows 7 64. To my knowledge, I do not have iphoto on my phone. It has a camera app and a photo app to see my pictures

Are these photos in your Camera Roll? If so, connect the device to the computer. You can go to Computer, then right-click on the iPhone icon and select Import photos using Windows. That will import the photos to your computer. If you are seeing a lot of folders, are you attempting to look at the contents of the iPhone with Windows Explorer? Have you attempted to apply filters or other edits to the photos in your camera roll?
