Turning off the phone is done by holding down the sleep/wake button on the side of the device until you see the Slide to Power Off Screen. If that will not work, then force reset the device by holding the sleep/wake and home buttons together until you see the Apple logo and then release. The phone should reboot. This could take up to 30 seconds of holding.
