ipad does not connect to wifi with os 8.3 update

just upgraded my ipad 4 to 8.3. since then, it can not connect to wifi network. gives error message about incorrect wifi network password. iphone connects to same network with same password. obvious things like caps lock are not the issue. any clues how to debug/fix this issue? any way to reset back to previous os version? suspecting, the update of os is root cause but not sure.

You can't go back to an older iOS level and I doubt that iOS 8.3 is the cause of your problem anyway. I'm using 8.3 on an iPad 4 without problem.

Some things to try:

Restart your WiFi router by removing power to it for 30 seconds.

On your iPad use Settings > General > Reset > Reset Network Settings.

If these don't help try restoring your iPad to factory to get a fresh copy of the iOS S/W.

Restore: Connect your device to iTunes on your computer, backup, and then select Restore to Factory.

Thanks Jim for the suggestion. Tried to back up to computer and restore to default. I am prompted to turn off the find my ipad app but in order to do this, I need to connect to network. As a result, I can not restore to factory default. Tried reset of network settings but that did not help either.
