Importing Photos into iMovie

We have an iMAC purchased 2 months ago. It has Photos, not iPhoto. When opening iMovie, there is no Photos option shown in the upper left under Libraries in iMovie. The discussions I have seen relate to importing from iPhoto. Would seem to be the same concept but not sure why Photos is not showing up as an option. Thanks for any thoughts.
