iCloud Keychain won't turn on

So recently I have had to restore both my iPad and my iPhone. Now when I go to iCloud settings and I go down to Keychain it says Pending. When I tap on it, it asked me to approve with my security code. So I tap it, sign into iCloud and entered the security code. Then it sends me a verification text message with another code to put in.

After putting in the code from the text message the circle starts spinning and it slides the indicator over to on but then it asks me to approve with Security Code again.It does this in a constant loop. Any ideas on how to fix it?
