bougt iPhone by eBay and was lost and reported to carrier. my question can I get Apple to unlock device. Also bought ebay stolen Imie check to verify And after I did that the owner still not respond. So can Apple unlock device. Is it a problem to unlock ?

No. Only the owner of the account it's locked with can do that. If it was not disclosed in the auction that the device is activation locked, return it and get your money back. file a claim with eBay if necessary. If it was disclosed, then you bought a very nice looking paper-weight.
